As we reach the end of the series, two questions remain. Is 11 Brigade heading towards a credible Light Strike formation, and if not, what might a practical alternative look like?
On the first, the answer is yes, but it still has some way to go.
The alternative is a hybrid: able to delay and shape on constrained axes, but designed chiefly to blind, disrupt and attrit the enemy rather than trade blows directly with heavy armour. It must be able to march, disperse, concentrate, sustain and generate effective orders under intermittent connectivity within a constrained vehicle and logistic envelope.
That is the starting point, not the theatre.
Estonia is the primary design case because it is the most immediate and politically locked-in commitment, and the one for which the United Kingdom already provides the framework nation and a high-readiness reinforcement brigade.
The force must work inside an existing Estonian and NATO defensive plan, not as a freestanding British solution. It must also remain usable if the focus shifts to the wider Baltic, Finland or the Central European approaches.
This fifth article brings the earlier strands together.
The first introduced Light Strike as an attempt to generate disproportionate effect with constrained resources; the second revisited the Cold War 24 Airmobile Brigade; the third tested my 2018 concept against contemporary conditions; and the fourth examined 11 Brigade’s emerging recce-strike role.
This one is deliberately about role, theatre and constraints. Part Six will then get into ORBATs, equipment and vehicles.
In 2018, I set out a modern interpretation of the 24 Airmobile Brigade model, based on reduced post-landing dependence on scarce helicopter lift, greater emphasis on sensors and non-line-of-sight weapons, and an organisation closer to cavalry than pure light infantry.
A 2022 revision incorporated early observations from Ukraine while retaining the same core logic.
11 Brigade is the latest institutional attempt to turn parts of the idea into something real. As the previous article described, its move towards tactical recce-strike combines specialist reconnaissance, uncrewed systems, dismounted close combat, advanced communications and AI-enabled decision support.
All relevant to my thinking on Light Strike, but not identical.
Previous articles in this series have established both the continuity of the general idea and the persistent challenges that plague it.
The question is straightforward: what does Light Strike add to Estonia’s existing defence plan?
Are there credible alternatives, or at least useful refinements, to the path 11 Brigade is currently on?
The Central Light Strike Question
Before deciding what the formation looks like, it is worth being clear about the job.
The central question for any Light Strike concept, whether the 2018 proposal, its 2022 revision, or the current trajectory of 11 Brigade, is straightforward.
What is a Light Strike Brigade actually for?
In abstract terms, a modern Light Strike brigade could still serve the same conventional purpose. In constrained terrain such as Estonia the limited number of usable axes, combined with the enemy’s continued dependence on road and rail logistics, plays to a lighter force.
Get there quickly, or be there already; dig in, create obstacles, use Javelin with gay abandon, add mines, drones, sensors and decision support — and that is pretty-much a 2026 Light Strike Brigade.
Local counter-attacks, even limited ones, still generate the bulk of attacker casualties in conventional operations, so a mobile close combat component still has value.
Job done.
Or, does a more modern way of thinking represent something different: a formation whose primary purpose is systemic disruption, denying the enemy the ability to hold or usefully exploit ground through persistent sensing, strike and attrition?
11 Brigade’s language of fighting ‘in and from the near-surface’ (just above the ground) and treating those capabilities (drones and sensors) as the primary-supported form of manoeuvre suggests something less traditional.
The decisive activity may no longer be movement itself but the fight for observation, protection, data, tempo and system integrity that precedes it. In this view, the brigade exists to degrade the enemy’s reconnaissance-strike complex, impose continuous adaptation costs, deny observation, disrupt logistics and exhaust decision cycles.
Its contribution is measured less by ground held or vehicles destroyed in close combat, and more by whether it changes enemy tempo, blinds his sensors, forces dispersion and creates exploitable windows for follow-on forces.
The hybrid therefore has two equal requirements. It must impose continuous costs through sensing, strike and attrition. It must also block on key axes and deliver concentrated effect long enough for heavier or territorial forces to act. The second is not residual. Both must be trained, equipped and sustained to the same standard.
This is still not a bloodless stand-off as a complete substitute for close combat. History is littered with examples of forces that tried to win at arm’s length and failed when the enemy simply accepted the losses and closed.
It does, however, re-order the practical emphasis.
Sensors, communications and decision support now sit at the centre because they shorten every targeting process the brigade participates in, whether organic, brigade, divisional or joint. Uncrewed systems, both aerial and ground (including mines), become the primary means of imposing friction.
I would add physical barriers into this friction generation as well (obviously!)
The Realities of Estonia
Looking at what has happened in Ukraine, NATO, Estonia and the UK are not planning a tripwire force that fights briefly and then sets conditions for follow-on forces to retake the country.
The stated purpose is forward defence.
Estonian and NATO forces intend to defend from the outset, reinforced through plans and command arrangements already agreed. Tactical delay and local counter-attack remain valid, but conceding operational depth cannot be the organising idea.
The traditional covering-force model, a light force that buys time so that heavier formations can later arrive and counter-attack, is therefore only partly applicable. Reinforcements are supposed to join a defence already under way, not arrive after a lightly held forward area has been conceded by design.
Light Strike earns its keep by disrupting the opening attack, protecting mobilisation and reinforcement routes, preserving useful ground, and creating opportunities for heavier and territorial forces inside that same defence.
It must be resilient enough to survive the first battle, but it does so as part of one continuous defensive effort rather than as the opening act of a two-phase campaign.
There is a further practical constraint.
Even if heavier Allied forces are eventually available, the deployment window for a full British or multinational heavy formation is measured in months rather than days.
It is entirely possible that the decisive follow-on effort is provided by someone else, Polish or American heavy forces, or NATO air once the enemy’s air-defence system has been sufficiently degraded.
Light Strike must therefore create useful effects and buy time without assuming that a heavy counter-attack will arrive on a convenient timetable.
Back to the question, what is a Strike Brigade actually for, but in Estonia?
A covering force that still has to hold and counter-attack, or a specialist formation whose primary product is systemic disruption and destruction of the enemy.
The answer is probably a hybrid: able to delay and shape on constrained axes, but primarily intended to blind, disrupt and attrit inside an Estonian-led, NATO-enabled defence.
It is a supporting formation inside a UK/Estonian-led and NATO-enabled defence: able to reinforce selected sectors, contest constrained axes, extend reconnaissance and strike networks, support counter-mobility plans and create opportunities for heavier and territorial forces.
Less a replacement for armour, more a means of making the whole defence nut more difficult for enemy forces to crack.
The disruption model has a hard quantitative edge.
Russia has shown itself willing to accept significant casualties and equipment losses to maintain momentum. Stopping even a single Motor Rifle Brigade can require the destruction or disabling of numerous armoured vehicles, while the defender is itself under continuous pressure from the Russian reconnaissance-strike complex.
Without the sensors and stockpile depth to sustain that effect, disruption risks becoming little more than harassment.
It should be able to delay and shape in the traditional sense, particularly on constrained axes and in complex terrain. At the same time it should be optimised to fight in a thoroughly modern way, exploiting all that 11 Brigade promises, blinding, disrupting, attriting and imposing costs so heavy, the enemy decides to go home.
This is the direction I intend to go, a hybrid force, perhaps even a compromise.
Challenges
Several constraints and challenges cut across both models, and despite the longevity of the concepts, remarkably consistent. Any refreshed design must confront those same constraints, now complicated by denser air defences, proliferated precision munitions and drone use, and an opponent that has adapted under fire.
The Baltic Defence Line
The Baltic Defence Line is not a continuous wall.
It is a coordinated system of strong points, bunkers, obstacles and route denial measures tied to national defence plans. In Estonia, the published ambition includes up to 600 bunkers as part of a wider system. Light Strike would not arrive and invent this from scratch; it would exploit it, reinforce it and add sensors, fires and obstacles to it.
The United Kingdom is already the framework nation for NATO’s Forward Land Forces in Estonia. That force is transitioning toward a more mobile anti-armour posture and is backed by a high-readiness reinforcement brigade.
Any Light Strike concept must therefore be designed to work with, and add value to, this existing UK–Estonian arrangement rather than sit alongside it as a separate British-only solution.
Air Mobility Reconsidered
The RAF’s Chinook fleet remains capable but limited. Any future medium-lift programme may add capacity, but it is not an in-service capability on which an Estonia contingency can be based.
Experience with 24 Airmobile Brigade showed that Support Helicopter availability is a persistent constraint.
There is no reason to think we would somehow be luckier this time.
Survivability in contested airspace compounds the availability problem. Dense air defences, an adapting counter helicopter drone capability, and long-range systems make the insertion ranges that looked workable in the 1990s optimistic at best.
In the 2018 proposal, this was addressed by greater stand-off distances and by making the entire force vehicle-borne, which also reduced its overall size. Landing further from the enemy can mitigate some risk.
Helicopter shortages themselves cannot be wished away.
Rapid response still has value. For a wheeled brigade, however, fixed-wing mobility offers a more realistic foundation. The A400M is the dominant tactical transport across much of Europe, and certainly in the RAF.
Once on the ground, the force can disperse and move by road across a wide area. Chinook lift should be retained as a useful option rather than a central requirement. Pre-positioning in periods of heightened tension further reduces dependence on last-minute air movement.
Air mobility therefore shifts from being the defining characteristic of the concept to one supporting method among several.
The brigade must be designed to fight effectively whether the helicopters are available or not.
Attack Helicopters Reconsidered
The original 24 Airmobile Brigade included a significant anti-tank helicopter element. In 2018 the assumption was that the UK’s Attack Helicopter fleet would likely be committed elsewhere; that assessment still holds.
Questions over their survivability in modern threat environments persist (although I think some of this is overdone), and drones and long-range guided munitions now cover much of the traditional role, although not all.
Attack helicopters remain extremely effective when they can race forward from a secure base to defeat an armoured breakthrough. The difficulty in the Baltic theatre is that the physical space available for secure basing is limited, and the enemy is likely to have the first-mover advantage.
In this revised concept, they would remain available when conditions permit and when a sufficiently secure operating location can be maintained, but the core force would not depend upon them.
Contemporary light-strike operations would instead draw on unattended ground sensors, persistent drone coverage, UGVs, intelligent munitions, physical obstacles and long-range precision fires.
Battlefield Geometry
The geometry of the battlefield matters more than is often acknowledged.
In places such as Estonia, the limited number of usable axes and the enemy’s continued reliance on road and rail logistics can favour a lighter force that concentrates on key routes rather than trying to hold a continuous front.
Cold War-era British Army doctrine, reflected in Allied Forces Central Europe planning, typically assigned a brigade a defensive frontage of 8–12 km with a depth of 5–7 km. This allowed for battalions deployed ‘two up, one back’ or similar configurations, with artillery and reserves positioned in depth. A division might then hold 24–42 km of front and roughly 20 km deep.

These figures assumed heavy forces in relatively dense terrain and were constrained by line-of-sight weapons, manual command systems, and the need for physical occupation of ground.
In more recent conceptual work and exercises, light or airmobile formations accepted wider dispersion. 24 Airmobile Brigade’s design parameters during Exercise Certain Shield ’91 emphasised rapid repositioning over distances up to 120 km to plug gaps, rather than holding a fixed linear front.
Fast-forward to today’s operating areas.
- Estonia–Russia border: approximately 300–324 km
- Latvia–Belarus border: approximately 173 km
- Lithuania–Belarus border: approximately 679 km
- Poland–Belarus border: approximately 399 km
- Finland–Russia border: approximately 1,340 km
The Baltic States are also relatively thin.
Estonia is roughly 150–250 km at its widest points; Tallinn sits around 200 km from the Russian border in some sectors. Latvia is 100–250 km deep in places, with particularly constrained corridors around the Daugava. Lithuania offers greater depth in the south and centre but is shaped by the Suwałki Gap vulnerability.
Combine geography with enemy capabilities.
Lancet-type loitering munitions are typically employed at around 40 km, with upgraded or relayed variants reaching further. Fibre-optic guided FPVs are commonly used between 30 and 50 km.
Cold War assumptions about frontages and depths cannot apply.
Host-nation intent adds another constraint.
Estonia and its neighbours will dictate the area of responsibility and have made clear they do not intend to cede territory. That political choice places a large part of the defensive system inside the range of enemy fires and sensors from the outset.
A Light Strike formation must therefore be able to operate and survive inside that contested zone, rather than assuming it can fight from a depth that the host nation is unwilling to concede.
Outside the reach of enemy stand-in sensors is a zone of opportunity where concentration remains possible; the main task is to expand that zone by working inside the contested space.
A brigade’s operating area would be defined by terrain, prepared positions, mobilisation routes, crossings, protected infrastructure and available fires. The useful test is whether it can sense, survive, concentrate effect and displace across that assigned area.
The key requirement is maximum flexibility: the ability to spread thin or concentrate, exploit terrain or avoid it, and hold selected urban or natural strong points only when it makes sense to do so.
Geometry also has a time component.
The force must be able to move, strike or displace faster than the enemy’s ability to detect and target, and evade detection itself through dispersion, deception and constant movement.
Taken together, these constraints demand that a 2026 Light Strike formation can continually concentrate or disperse over a much larger area than conventional brigade frontages would assume.
The Weather Cannot be Ignored
Comparisons with Ukraine should take account of the different weather characteristics of the Baltics and Finland.
The region has a cold temperate to sub-Arctic climate with pronounced seasonal extremes, frequent fog, low cloud, rain, snow and freeze-thaw cycles. Small and medium drones are highly sensitive to these conditions: icing, reduced battery life and degraded electro-optical performance are routine rather than exceptional.
Ground mobility is also affected by saturated peatlands and seasonal mud.
Any concept that leans heavily on persistent aerial sensing and precision effects must therefore be designed for degraded periods rather than continuous high-tempo drone operations.
Weather also increases the burden on already stretched logistics and maintenance systems.
Neither Can Geography
The open plains of the old Inner German Border have been replaced by far more restrictive terrain.
Baltic ground is predominantly flat-to-gently-rolling glacial lowland that appears open on a map but is in practice heavily canalised by forests, peatlands, bogs, wetlands, lakes and rivers.
Bridges become decisive choke points.
Road and rail density creates clear axes of advance.
Narva, Rēzekne, Daugavpils and Vilnius are potential urban strong points that a lighter force could reinforce or deny.
Finland presents an even more extreme version of the same problem: dense boreal forest, tens of thousands of lakes, extensive wetlands and sparse roads.
The 2026 Light Strike formation should prioritise mobility on the available road network, the ability to operate from dispersed sites with limited engineer support, and the capacity to turn natural and urban features into temporary obstacles or observation posts rather than attempting to hold continuous linear positions.
Enemy Forces
The Russian armed forces have evolved under fire and should not be underestimated.
It is possible that an attack into the Baltics or Finland would repeat some of the mistakes seen in Ukraine, but it would be unwise to rely on that outcome.
Dmytro Putiata and Rob Lee recently published an excellent article on the Russian Rubicon Center for Advanced Unmanned Technologies. The article is brilliantly put together and provides a glimpse into the kind of Russian capability that might show up in the future.
Rubicon represents a deliberate effort to centralise and accelerate unmanned systems development, training and employment, with a focus on targeting opposing drone operators, electronic warfare nodes and logistics at depth.
The wider trend is towards massed, relatively cheap precision effect, improved electronic warfare, and the systematic integration of uncrewed systems into conventional formations.
Those conventional formations could still be formidable.
A single Russian Motor Rifle Brigade fields around 230 AFVs, including up to 40 MBTs, and will typically attack in depth. The first echelon is often treated as expendable to unmask defences.
This is the scale of the challenge: massed precision able to fix and destroy that many vehicles in a single sitting.
A Light Strike brigade may face an opponent that has already adapted under pressure and continues to do so.
Assumptions of persistent Russian incompetence are not a sound basis for force design.
Technology Dependence, Connectivity and Command
Sensors, communications and uncrewed effectors will sit at the centre. Networks fail and counters mature. The force must therefore be organised and trained first to generate effect when connectivity is intermittent and high-tempo drone operations are limited.
High-end capabilities are layered on that baseline.
Simpler methods must be trained to the same standard. Degraded operations are the core design condition, not an add-on.
Continuous adaptation is required. Field manufacturing can help at the margins, but it does not solve the more profound problem of keeping pace with a determined peer opponent.
The command problem is inseparable from the technology problem.
A formation that is both geographically extended and dependent on high-tempo targeting data must be able to generate useful effect when the network is degraded.
This is not merely a technical issue of jamming resistance or alternative bearers. It drives organisation, the balance between centralised and delegated authority, training for degraded operations, and the deliberate retention of simpler, lower-signature methods alongside the high-end systems.
Resilience through diversity of effectors, fallback modes of operation, and realistic training under degraded conditions is therefore not optional.
Sustainment and British Army Realities
11 Brigade currently lacks the artillery, engineers, logistics, medical and equipment support needed for an autonomous defensive mission. The prior question is whether it should command those capabilities or provide specialist recce-strike elements to another headquarters.
A formation expected to operate at reach, impose delays and survive contact needs more than infantry battalions and uncrewed systems. A half-resourced version will deliver neither traditional covering-force utility nor genuine systemic disruption.
Sustainment must be divided clearly between the brigade, the Estonian Division, the UK reinforcement formation, NATO logistics and formal host-nation support. Anything left between them will be found wanting at the wrong time.
Dispersed operations under observation, in difficult terrain and weather, and against an opponent that targets logistics, rapidly expose any weakness in organic combat support and combat service support.
Uncrewed systems reduce some traditional burdens but introduce new ones: batteries, specialised spares, electronic-warfare resilience, and the skilled personnel required to keep the systems functioning.
Adequate organic CS/CSS is therefore a non-negotiable requirement rather than an aspiration.
Sustainment is a fight. The last mile is often contested. Either build more protection into the CSS or treat the share-out with Estonian and host-nation logistics as a tactical design requirement, not an administrative convenience.
Host Nation and Multinational Integration
A Light Strike formation operating in Estonia will not be acting in isolation.
The United Kingdom is already the framework nation for NATO’s Forward Land Forces in Estonia. That force is transitioning toward a more mobile anti-armour posture, is backed by a high-readiness reinforcement brigade, and is beginning to pre-position equipment and ammunition.
Any Light Strike concept must therefore be designed from the outset to work with this existing UK–Estonian arrangement, the Estonian Division, and the wider Baltic Defence Line.
Capability improves when the force is built to operate alongside territorial defence units and host-nation logistics and engineering resources. Urban strong points, forested defensive positions and knowledge of secondary routes are more readily held or exploited in partnership than in isolation.
Integration is therefore a core design requirement, not an afterthought.
It will affect how the brigade is organised, how it trains, what it expects from its own logistics, and how command relationships are arranged under pressure. Some of the grit and local persistence can and should come from partners rather than from British infantry battalions alone.
A design that treats host-nation forces as a helpful optional extra will under-perform in the very theatre that gives the Light Strike idea its strongest contemporary rationale.
Implications for Force Design
These challenges require discipline: mobility that works without helicopters; geometry matched to real theatres; weather and terrain realism; technology that degrades gracefully; organic sustainment; and integration with host-nation forces.
The hybrid is a constrained formation optimised for march, sustainment and concentration that can also generate systemic disruption within the same envelope. Both halves — covering force and disruption — must be resourced and trained equally.
Without that balance, it will not survive contact.
Distinguish the manoeuvre task (reconnaissance, screening, expanding the zone of opportunity) from the assault task (high-intensity close combat once conditions are set).
Light Strike is built primarily for the first.
Finishing the job will often need a small assault element or a window for a heavier British, Estonian or NATO formation.
Light Strike can impose severe costs and create the conditions for success, but it does not have the combat weight to eject an invading force by itself. That remains the job of heavier follow-on forces with the numbers and strength to do so.
Pure reconnaissance packets can stay very light. The screening force that holds key nodes against company sized penetrations needs more resilience. Much of that harder screening can come from Estonian forces; the British contribution supplies the sensors and precision. Design for the split from the start.
A formation optimised for sensors and attrition can easily become a harassing force if it lacks the ability to block on key axes and deliver repeated concentrated effect. The dual character of the mission must drive coherent choices in organisation and equipment.
Estonia remains the most immediate case. The design must work inside the existing Estonian Division, Baltic Defence Line, NATO Forward Land Forces and UK reinforcement commitment. It must also remain usable if the focus shifts.
Part 6 will turn these constraints into ORBAT options, equipment choices and operating concepts. The test is what a vehicle and cost constrained capability can add to the architecture that already exists.
The idea remains attractive because the problems are hard. Acknowledging the full set of constraints is the only way to produce something more robust than previous iterations.
In short, Light Strike has to be as hard as woodpeckers lips but more than the glass cannon moniker given to 24 Airmobile Brigade.

Great stuff. Food for thought and realistic inductions. Regardless, however, any such formation, whether heavy or light, will need to be forward based to maintain a persistent deterrent/response capability. that means it needs to be fully integrated into Estonian or Baltic forces and might entail initial subordination to their commands until (or more likely, in spite of) sufficient reinforcement makes a divisional formation possible.
