This edition covers Saturday 24 to Friday 30 October 2026, the week of the Budget. Money dominated: industry told MPs the Defence Investment Plan is not yet something it can invest against, the Chancellor found a short-term patch for its funding gap, and the bigger decisions were pushed to next year’s spending review. Alongside that, a run of written answers quietly settled the fate of several programmes, and the UK deepened ties with European partners.
Key takeaways
- Departments must find a further 1% from capital budgets to close a £4.7bn gap in the Defence Investment Plan; the date for reaching 3% of GDP will be set at the 2027 spending review.
- Industry bodies told MPs equipment spending fell by £5bn in a year and the plan lacks the contract-level detail they need before investing.
- Written answers confirmed Boxer Batch 3 has been dropped, HMS Protector will miss the Antarctic season, and the UK’s £8.6bn GCAP contribution was broken down by year.
- The UK agreed the Warsaw Defence Plan with Poland, joined an E5 statement naming Russia the most acute threat, and RAF Typhoons flew in a French nuclear air exercise for the first time.
The Budget and the Defence Investment Plan gap
The week opened with industry evidence to MPs. ADS chief executive Kevin Craven said MoD equipment spend in the year to March 2026 was £5bn lower than the year before, and that it was unclear whether around a third of the £298bn Defence Investment Plan is unfunded or simply not set out properly. Make UK’s Stephen Phipson went further, saying the plan “is nothing like an equipment plan” and lacks the programme detail industry needs.
The Budget answered part of that. The Chancellor told every department to find a further 1% from capital budgets to fill a £4.7bn gap, and gave the National Wealth Fund and British Business Bank a defence focus worth up to £5bn over four years. What it did not do was set a path: a written answer confirmed the target date for 3% of GDP will be set at the spending review, and the IFS warned that review will be “pretty brutal”, with a further £11bn needed to fund 3%. Defence Committee chair Tan Dhesi said key decisions had been “lamentably” delayed.
For readers following procurement, the significance is timing. Until the spending review, the plan remains a statement of intent rather than a funded schedule, and that uncertainty is exactly what industry was describing to MPs.

Programme decisions surfacing in written answers
Some of the week’s most consequential news arrived quietly through Parliament. The MoD confirmed that planned Boxer Batch 3 capabilities will not be pursued, a decision reached through wider planning including the Defence Investment Plan. Separately, ministers said all 623 Mechanised Infantry Vehicle Boxers are being delivered to a common build standard, and that the order is unchanged, with field recovery to rely on Boxer support variants and a Heavy Wheeled Recovery Vehicle still to be procured.
At sea, HMS Protector was towed from Teesside to Devonport with propulsion defects and will not deploy for the 2026/27 Antarctic season. Project Shackleton, which began in July, is assessing her replacement. On combat air, the UK’s £8.6bn GCAP contribution was set out year by year, from £1.99bn in 2026-27 to £2.01bn in 2029-30, while an industry day notice for Project GRAYBURN put the SA80 replacement and wider small-arms work at about £1.67bn excluding VAT.
Taken together, these answers show the plan being turned into individual choices: some capabilities trimmed, others protected, and long-standing gaps such as ice patrol and heavy recovery acknowledged but not yet funded in detail.

European partners and a push to autonomy
The UK’s European ties tightened on several fronts. RAF Typhoons escorted French Rafales on a simulated nuclear strike mission in Exercise Rummy, the first time they have joined a French nuclear air exercise, with no weapons involved. The E5 defence ministers of France, Germany, Italy, Poland and the UK named Russia the most acute long-term threat, and the Defence Secretary agreed the Warsaw Defence Plan, the first phase of the UK-Poland treaty partnership, covering sea, land, air, cyber and industry.
The services also set out how they expect to fight. RAF chief Air Chief Marshal Harv Smyth described four armed, AI-enabled uncrewed aircraft working alongside each Typhoon under the £300m Storm Fighter programme, with first tests next year. Under AUKUS Pillar 2, the UK will lead three sensor payloads for uncrewed underwater vehicles. The common thread is uncrewed mass paired with existing crewed platforms.

Trends to watch
- The 2027 spending review. The 3% date, the £11bn gap identified by the IFS and the detail industry is asking for all now sit there.
- Faster innovation cycles. UK Defence Innovation is aiming to field capability in under two years, and a new Director General Innovation will oversee a ring-fenced £1.6bn budget.
- Home defence and resilience. Restricted airspace now covers 50 defence sites with 170 more due in December, while the Be Ready campaign drove a visible rise in emergency supply sales.
