The Authority has awarded a Contract for the purchase of Bill of Materiel required to upgrade 10 Warrior Armoured Fighting Vehicles to Theatre Entry Standard (Herrick). 5 vehicles shall be upgraded in financial year 2012-13 and the remaining 5 in 2013-14. The requirement shall also include the supply of manufacturing instructions, providing a specification against which the upgrade activity shall be completed.
Defence Support Group (DSG) Land Supply Business Unit (LSBU), part of the UK Ministry of Defence, proposes to let a Contract with BAE Systems Global Combat Systems Limited to supply a complete Bill of Materiel to upgrade 10 Warrior Armoured Fighting Vehicles to Theatre Entry Standard. It is considered that this Contract can be placed using the Negotiated Procedure Without Prior Publication pursuant to Article 28(1)(e) of Directive 2009/81/EC (Regulation 16(1)(a)(ii) of the Defence and Security Public Contracts Regulations 2011 for technical reasons because only BAE Systems Global Combat Systems Limited has the technical expertise and knowledge to identify what is required in the Bill of Materiel for each Warrior platform in order to being each up to Theatre Entry Standard.

I think I read that for its £3.6m contract DSG gets a list of parts and a workshop instruction pack on how to fit them. What it does not seem to get are the parts themselves? Presumably to be bought on BAE part numbers through BAE at BAE prices. Nor would this £3.6m include the workshop effort to perform the upgrade because it says that’s not in the contract either. Looks like it costs much more than £360k + VAT to upgrade a Warrior to TES(H) then. I know it was a few years ago, but when I worked at Alvis you could have bought a dozen complete vehicles for the cost of this upgrade document pack – how things have changed…

At 3.6M, I’d say about half a dozen (ok, 4-5 actually) now, assuming ~1M USD for off the shelf medium weight designs.
But you’re right, material only, not installation. For 10. 360k each. Not too bad in all, but still, it’s almost 30% of the vehicle cost.
If they had designed in active protection from the start, would they be needing these upgrades? Of course it also would mean up front costs would be more expensive. Decisions decisions.

Bring back the Ministry of Supply! Then at least we could have unjustifiably large numbers with commas in them.
Warrior was dumb vehicle when it was designed and its still dumb; but replacing it with something credible would get you a unit cost of approximately $10 million- good luck finding that so endless upgrades it is.

– much better than doing the 500+ Bulldogs for Iraq, which as of today don’t figure much in equipment plans (except quietly, until something else arrives, outside the Warrior numbers used by AI and in specialised roles)
