In light of today’s depressing news about the huge bill in ‘mates rates’ consultants at the MoD as a result of chopping civilian posts and giving the keys to the tuck shop to those with an old Regimental tie, this is an interesting bit of analysis work from Chris.B

Defence Equipment & Support

The purpose of this article is just to give a brief over view in response to some of the questions and queries in the comments section about how many senior staff we have and what they’re all doing. A natural starting point for this – given how much we all complain about how long it takes the military to build and organise equipment programs – would be to look at the Defence Equipment & Support group (DE&S).

It should be pointed out that all this information is freely available online and I haven’t smuggled documents out of the MoD before anyone asks (like the Police).

Presented is a list of the senior staff posts, the description of what they and their departments do, the staff costs for each of these major posts, and a rough breakdown of the make up of their staffs, both civilian and military. In most cases the Military staff are divided by rank, however I elected not to break the civilian support staff down into their sub groups (pay grades).

Before we begin though, we must just briefly touch on the subject of relevant ranks and what the rough equivalent is in each service, just so nobody goes confusing RAF and Navy Captains for their Army equivalents;

I can only assume that when the source document mentions “other ranks” it’s referring to non-officer posts. Where ranks are listed that are in use by more than one service (such as Captain), identification will be provided through the following abbreviations;

RAF = Royal Air Force,
RN = Royal Navy

Total numbers of all service staff will be provided at the end, as will a total cost of all staff, military and civilian.

And lastly I should point out that the source document is dated either for the 5th of November 2010 or the 11th of May 2010. The date display format used for the document is not a common one. This means that some of the data will be out of date by now in light of the changes brought about after the Strategic Defence and Security Review, but at the very least this should give you an overview of who is doing what in the DE&S, and how much it’s costing them to do it.

    One fundamental mistake in the early 1990s was to abandon managed career moves for civil servants in favour of making them responsible for their own career development. This has had seriously adverse effects including:

    a. Encouraging ambitious career types to try to move on as quickly as possible in pursuit of promotion, without developing balanced expertise. MOD is full of supposed high fliers whose main contribution is to arrive, change everything, wreck departments, destroy morale, call in consultants to sort out the ensuing mess and then leave on promotion. Many of these individuals have bags of self confidence, know all the management jargon and buzzwords, but couldn’t organise a chimpanzees’ tea party successfully.

    b. Allowing the less capable to settle back into posts and ‘bed block’ for years (I have met people who have done 17 years in exactly the same job). These people become lazy and over-specialised in trivia, doing just enough to get by, lazily cruising along and knowing that as long as they are just adequate they cannot be sacked and they cannot be moved or forced to develop their careers.

    c. Discouraging the development of good specialist expertise (for example through long courses) by adopting the now-widely held view that ‘you are all generalists now’. Subject matter experts find themselves sidelined and trapped into jobs (a bit like b. but not through choice). It is no longer possible for MOD to post expertise to where it is needed.

    The demise of subject matter experts (many of whom have left during the repeated reorganisations and down-sizings of MOD over the last 20 years) has led to a growing dependence on highly paid consultants to provide assistance in areas such as finance, commercial negotiations, procurement planning and engineering advice. You just have to look at the current role of companies like KPMG, PWC, Qinetiq and Atkins. Think of the way that MOD tried to outsource the procurement of the FRES Utility Vehicle and the resulting mess. And guess where these firms look to recruit defence consultants?

    AS MOD continues with its redundancy programme large numbers of civl servants are applying for payoffs in the knowledge that while the head-count will reduce the actual workload will not go away. And of course they will be employed by various consultancy and industrial firms who wish to secure their knowledge and expertise so they can provide (much more expensively) the service that was being done in-house by MOD.

    A further problem is the 2009 government decision to allow DE&S project teams to appoint external consultants without going through the hassle of proper procurement procedures to ensure value for money. The lack of competitive tendering has allowed nepotism to flourish. MOD is suffering from moral corruption (and sometimes worse – think of the suspended Search and Rescue Helicopter programme). This has led to a situation where consultancies are being asked to provide very expensive advice to senior military and civil service personnel. It has become a sort of status symbol as to who has the most expensive and numerous consultants – even when the expertise already exists in-house. There is an automatic (and usually wrong) assumption that external firms do it better. All they do in reality is swan around asking the civl servants what needs doing and how it should be done, and then dress it up in their own management speak. The massive bills for this ‘service’ speak for themselves.

    A lot of business is now being conducted on the military old boy net. If Brigadier Henry (retired), who is a ‘good chap’, is now working for a suitable consultancy firm then his former subordinate Colonel James will have no hesitation in offering him very lucrative work, because he can. And that is what is happening.

    It will get progressively worse under the current government since SDSR and the arbitrary head-count reduction is creating a situation where most of the MOD work will be outsourced. I strongly suspect the next stage will be an announcement that DE&S itself will be contracted out to BAE or another defence company and the whole procurement side will be run as a massive PFI.

    In terms of wasted taxpayers money you ain’t seen nothing yet folks. Eventually someone will suggest it might be cheaper to do in-house and why don’t we start creating a new cicil service. But I reckon that will not happen for 30 or 40 years.

    Wait and see… the problem is one of finding a business wanting to take on DE&S. The government clearly wants to get it out of MOD and has already told MOD staff there are just three options open:

    a. Agency status (keep MOD civil servants, but run separately from MOD like a business)

    b. Quango (publicly funded employees, but not part of MOD and not civil servants)

    c. Government owned, commercially operated (GOCO) (transfer staff to a company under TUPE arrangements and let the company run things, but MOD retaining ownership of facilities)

    Keeping DE&S as a mainstream MOD department has been ruled out.

    Why not get price waterhouse or KPMG to run the financial side of DE&S.

    DE&S should only be writing technical interface specs and requirements with the help of DSTL & service evaluators.

    Leave it to the manufacturers to run the program and test the equipment to the required standard as is the case in most civil contracts you dont see BA trying to run boeings 737 program for example. If it they fail to meet the requirements they dont get paid or the products dont get bought.

    Gray presents options for UK procurement shake-up

    A private-sector management team could be brought in to run the UK’s defence procurement organisation under plans proposed to government ministers by chief of defence materiel Bernard Gray.

    The so-called government-owned contractor-operated (GOCO) solution is one of three options that Gray hopes could result in the UK’s Defence Equipment & Support (DE&S) organisation being dramatically transformed in a bid to drive out cost overruns and procurement delays.

    Details of the proposals were revealed to DE&S staff by Gray at the organisation’s Abbey Wood headquarters in Bristol last month. Jane’s saw a transcript of this presentation, which was dubbed a ‘town hall meeting’.

    Gray said the DE&S board had narrowed five options for reform of the organisation down to three alternatives, which will be passed to UK defence secretary Philip Hammond for a decision early next year. These options are:

    * a trading fund, similar in operation to the Defence Science and Technology Laboratory (DSTL);

    * a non-executive public body, similar in operation to the Olympic Delivery Authority or the Nuclear Decommissioning Authority and;

    * a GOCO organisation, similar in operation to the Atomic Weapons Establishment.
